On 27th February, CRNVO from Montenegro was the first to host the presentation of the monitoring Matrix on enabling environment for CSDev and the BCSDN Mid-term strategy 2012-2014 activities supported under the IPA Balkan Civil Society Acquis project. Present stakeholders included representatives of CSOs, EUD, TACSO LAG, Government Office for Cooperation with NGOs and Employer associations. CPCD will start implementing a Small Grants Program (PMG) in order to build the capacity of civil society organizations and informal groups of citizens and to give the grantees the ability during the implementation of projects to use a mentoring organization, as well as to include a leader who will work continuously to improve the situation in local community. On 14th December, the IPA CSF/TACSO Programming Committee was convoked by the DG Enlargement with the aim to inform European networks and seek their comments on the up-coming plans with regards to IPA CSF activities. On the occasion of the meeting, which was attended by around 10 representatives of European networks, organizations were informed that the P2P instrument has been moved to the CSF unit and new person is handling the programmes 2013 until the P2P is taken over by TACSO in Phase 3.
