In 2009, BCSDN published a policy paper critical of the IPA Civil Society Facility (CSF) design. Then, the EC failed to properly consult and reflect on the lessons-learned on supporting the role of civil society in the EU accession process and also failed to develop an approach complementary to the needs of indigenous local CSOs. Three years on, BCSDN has undertaken a comprehensive overview of the IPA CSF grant support implemented so far. On 19 April, the Department of Associations of the Ministry of Internal Affairs in Turkey published the “Draft Law on Collection of Aid”. The draft law is a revision of the Law on Collection of Aid and includes changes related to the scope of the Associations Law and Civil Code. The draft Law also makes provisions for the establishment of a Council of Civil Society and a Committee of Civil Society as well as important regulations on the establishment of a General Directorate for Civil Society Organizations within the Ministry of Internal Affairs. After the Brussels consultation held 25th-26th April with representatives of CSO, Governments and European networks, the DG Enlargement has now launched a broader consultation on these Guidelines. The Guidelines are being made available through the TACSO and EUDs’ website and both TACSO and EUDs are expected to organized country consultations on the Guidelines. The deadline for comments is June 14, 2013. The consultations (and inputs to DG Enlargement) should focus on identifying country-specific results and indicators and their means of verification in order to have meaningful inputs for the elaboration of the CSP (country strategy papers) and MCSP (multi-country strategy…

The Annual Council Meeting (ACM), hosted by TUSEV, took place on 24th April in Istanbul. The annual gathering brought together representatives of 14 members and several guests to discuss network’s work in the past year and the current one by approving the Annual Report 2012, Audit Report 2012 and Annual Plan 2013, 2014. This, the 51st edition of their newsletter, covers some of the activities, projects, and initiatives that Partners Albania has been involved in during the first quarter of this year. IPA I (2007-2013) regulation will expire on 31st December, 2013 and IPA II (2014-2020) regulation is in the final preparation phase. BCSDN has prepared a short background paper highlighting what are the main novelties of IPA II, including no differentiation between countries in access to assistance, performance, introduction of policy areas and sector-based approach and a 3-year review, rather yearly rolling basis one.
