BCSDN presents its 2025 Impact Brochure: “Operating in a Constrained Civic Space in the Balkans: From Monitoring to Action and Innovation.“ This publication is as a comprehensive overview of a year marked by both evolving threats to democratic space and the remarkable resilience of the regional civil society.
The Context: A Region at a Crossroads
In 2025, the Western Balkans faced a sophisticated shift in how civic space is challenged. Rather than overt legal rollbacks, civil society actors encountered “incremental, technical restrictions”. While formal legal guarantees largely remained on paper, administrative practices, financial pressures, and hostile narratives were increasingly used to constrain practical operations.
From the “funding freeze” following global donor shifts to the rise of Strategic Lawsuits Against Public Participation (SLAPPs), the environment demanded a shift from simple monitoring to strategic, high-level action. This brochure details how BCSDN met these challenges by bridging the gap between ground-level data and international policy influence.
Key Milestones and Results

From Monitoring to Advocacy: We published the 11th Monitoring Matrix Regional Report, providing data that served as a direct benchmark for EU Progress Reports, EC Rule of Law Reports, European Civic Forum, and the EU Fundamental Rights Agency (FRA).

Countering Legal Harassment: BCSDN moved from analysis to implementation, operationalizing national SLAPP register in Serbia to bring legal intimidation into the national policy spotlight.

Bridging the Gender Gap: We integrated a structured gender lens into our monitoring methodology, uncovering previously unrecorded systemic informal barriers facing women’s rights organizations.

Innovating for Resilience: To stay ahead of emerging threats, we hosted the first Regional Civic Space Hackathon and pioneered AI-supported analysis to accelerate and improve the consistency of our regional findings.

Securing the Future: Following significant donor volatility, including the U.S. funding freeze, we led the dialogue on sustainable and flexible funding, securing major wins through our Monitoring Matrix advocacy like VAT exemptions for foreign grants in Albania.

As we look toward our 2026 strategy, our focus remains clear: turning data into a shield for activists and ensuring that the EU accession process reinforces—rather than bypasses—the democratic foundations of the region.
