The EU Commissioner for Enlargement Marta Kos has dismissed a proposal by Albanian Prime Minister Edi Rama and Serbian President Aleksandar Vučić to accelerate EU integration for candidate countries without full membership rights. The proposal suggested allowing access to the EU single market and the Schengen area without granting veto power, effectively creating a two-tier system. Kos stressed that such an approach underestimates the scale of reforms required, noting that integration into the single market and Schengen demands extensive alignment with EU standards. She underlined that decisions on enlargement depend on EU member states and reiterated that reform processes remain central to accession.
