A new analysis by the Balkans in Europe Policy Advisory Group (BIEPAG) highlights the student-led protests in Serbia as a critical test for democracy—both nationally and across the Western Balkans. With tens of thousands mobilised across the country, the movement represents the most serious challenge to Serbia’s authoritarian trajectory under President Vučić. The report warns that without urgent EU engagement, the country risks deeper state capture and further erosion of democratic norms. Drawing lessons from the EU’s mediation role during North Macedonia’s 2015–2016 political crisis, BIEPAG calls for immediate high-level EU involvement. Key recommendations include launching a rule of law mission akin to the “Priebe Report,” initiating dialogue with student leaders, supporting a transitional expert government to oversee reforms and elections, and increasing funding for independent civil society monitors.
