On 23 April, Government Office for Cooperation with CSOs from Croatia and Konrad Adenauer Stiftung organized a regional conference “Government-Civil Society Partnership for Open and Transparent Law-making in Countries of SEE”, which gathered both representatives of CSOs (including BCSDN members and the Executive Director) and Government institutions to discuss how to measure and induce progress in the area. The event showcased country situations and discussion what can be done on regional level vis-à-vis the already established Monitoring Matrix, EC Guidelines on Civil Society Support and Open Government Partnership. Country case studies presented several practices that exist in terms of (un)binding legislation for consultation, use of different IT technology and modes of inclusion of civil society and citizens in the different consultation mechanisms. While the discussion revealed that abundance of indicators and monitoring mechanisms exist, a possibility for setting up regional minimum standards for consultation was proposed.
