The ad-hoc support as an instrument of the BCSDN Regional Civil Society Development Hub was initially established to respond to immediate threats to the civic space or windows of opportunity for promoting civil society development that enables CSOs to be influential actors in society. The revised ad-hoc support mechanism that was launched in April 2023 emphasized fostering knowledge sharing and evidence gathering among regional CSOs in the region. The revision aimed to tap into the power of regional exchange, facilitating learning transfer across countries to drive evidence-based advocacy for a more supportive civil society environment in the Western Balkans.
The first research supported with an ad-hoc grant, implemented by the European Policy Institute – Skopje, aimed to assess the implementation of EC guidelines for Economic Reform Program (ERP) preparation in WB countries, focusing on institutional arrangements and stakeholder involvement. It revealed that while WB countries have similar government structures for ERP preparation, transparency remains a challenge. Lack of public information, particularly on participating institutions and progress reports, and limited involvement of local authorities, national Parliaments, and non-state actors hinder effective ERP implementation. Recommendations suggest improving transparency, engaging local authorities and Parliaments actively, and fostering longer, inclusive consultations with stakeholders to enhance ERP ownership and effectiveness in the region.
The second research, implemented by Catalyst Balkans, aimed to evaluate the philanthropic landscape in the WB6, uncovering a moderately favorable regulatory framework with persistent challenges in taxation policies and government-philanthropy relationships. Transitional political environments and economic challenges impact philanthropy, yet a strong tradition of philanthropy and growing trust in fund utilization exists. Recommendations advocate for clearer tax frameworks, reduced administrative barriers, and increased awareness to stimulate giving. Cross-border philanthropy calls for strategic bilateral agreements, network establishment, and advocacy for tax-efficient mechanisms. Ultimately, enhancing transparency, fostering cooperation, and promoting philanthropic dedication within the region’s political and economic contexts are crucial for fostering a more supportive environment for philanthropic endeavors in the WB6 countries.
