The monitoring matrix is being developed in the frames of the project “Cross-Sector Regional Partnership for Enabling Legal Environment for Civil Society Development”, with the objective to establish regional Gov2CSO platform for monitoring the progress in creating enabling environment for civil society development (CSDev) in the countries of the Western Balkans and Turkey (WBT).
BACKGROUND The first regional meeting of the Governmental offices for cooperation with CSOs (or similar coordinative mechanisms) took place in Skopje, March 2008. The meeting proved to be a valuable experience for the Governmental representatives to exchange practises, but there was no follow-up of the meeting and CSOs representatives were not involved (with the exception of those from Macedonia). One of the conclusions of the conference was that regional exchange can be determinative for further progress in development and functioning of institutional mechanisms of Gov2CSO cooperation, by providing concrete and sharable experience on best regulatory practices for improving civil society legislation and cross-sector partnerships and through peer-learning to both the institutions and staff. Since then, the regional Gov2Gov exchange, as well as Gov2CSO exchange, has been only sporadic and on an ad-hoc basis. A regional-level conference “Partnership for Change” took place on 15th March, 2012 in Belgrade and for the first time brought together Government and CSO representatives to discuss the “hottest” issues regarding the CSDev. This project will build on the joint platform, developed on the conference, and will try to provide a structured framework, through which the regional-level Gov2CSO dialogue provide regular support to the on-going national efforts in the field.
TARGET COUNTRIES The project will include countries of the Western Balkans (Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia) and Turkey.
