About BCSDN

The Balkan Civil Society Development Network (BCSDN) is a regional network of civil society organisations across the Balkans working to protect and expand civic space and strengthen civil society’s role in democratic governance and EU integration.

Initiated in 2001 and formally established in 2009, BCSDN brings together leading civil society development organisations from across the region. By combining our members’ national expertise with regional analysis and collective action, BCSDN identifies common challenges, develops joint regional responses, and brings evidence and perspectives from the region into European and international policy processes. We engage with EU institutions, international organisations, and donors, to advocate for policies and practices that enable civil society to operate freely, participate meaningfully in decision-making and contribute to democratic development.

A cornerstone of our work is the Monitoring Matrix on Enabling Environment for Civil Society Development, developed by BCSDN and its members and partners in 2013. Through systematic and comparable monitoring of fundamental freedoms, civil society’s financial viability and state–civil society relations, it tracks the conditions in which civil society operates, both through the legal guarantees and their implementation in practice. It helps uncover common challenges, emerging pressures on civic space and gaps between policy commitments and the realities experienced by civil society across the region.

Building on this evidence, BCSDN works to anticipate and respond to threats to civic space, strengthen civil society participation in policy and EU accession processes, and promote more responsive and locally owned support for civil society. At the same time, BCSDN works to foster regional cooperation, learning and solidarity, enabling our members to exchange knowledge, develop common positions and act collectively on challenges that extend beyond national borders.

Through our engagement in European and global civil society networks, including CIVICUS, CPDE, the Global Standard for CSO Accountability, and the European Civic Forum, BCSDN connects developments and perspectives from the Balkans with wider debates and initiatives on democracy, fundamental rights and civil society, while bringing European and international developments back into regional and national action.
