A new report by Human Rights Watch (HRW) warns that shortcomings in the implementation of the EU’s Dual-Use Regulation continue to allow the export of surveillance technologies from EU Member States to countries with documented human rights concerns. Based on research conducted between 2024 and 2026, the report highlights exports of telecom interception systems and intrusion software from EU countries, including Bulgaria and Poland, to destinations such as Azerbaijan, Rwanda, Bosnia and Herzegovina, and Serbia. HRW argues that existing oversight and transparency mechanisms remain insufficient to prevent the misuse of surveillance technologies against journalists, activists, opposition actors, and other critical voices. The findings come ahead of the European Commission’s upcoming evaluation of the Dual-Use Regulation and renew concerns regarding digital rights, accountability, and the protection of civic space, particularly in regions where democratic safeguards and independent oversight mechanisms remain fragile.
