At the General Affairs Council, EU Ministers marked the launch of the European Centre for Democratic Resilience, a flagship initiative of the European Democracy Shield aimed at strengthening the EU’s response to threats such as disinformation, foreign interference, and electoral manipulation. The Centre will act as a strategic hub, connecting existing expertise, tools, and networks to improve preparedness, avoid duplication, and support coordinated action across Member States. Priorities for its first year include tools for resilient elections, an EU blueprint to counter foreign information manipulation, capacity-building efforts, and a stakeholder platform involving civil society, researchers, media, and other independent actors. Importantly, the Centre will also focus on identifying adequate modalities of cooperation with EU candidate countries and potential candidates in the framework of the Centre, to ensure mutually beneficial cooperation, recognising that democratic resilience challenges extend beyond EU borders and require a broader European response.
