OECD Development Assistance Committee (DAC) adopted a Recommendation on Enabling Civil Society in Development Co-operation and Humanitarian Assistance. The Recommendation aims to support DAC members and other development co-operation and humanitarian assistance providers to enhance how they approach civic space and work with civil society actors, highlighting that they should also improve their effectiveness, transparency, and accountability. It addresses three correlated pillars: 1) respecting, protecting, and promoting civic space; 2) supporting and engaging with civil society; and 3) incentivizing CSO effectiveness, transparency, and accountability. The Recommendation considers the Global Standard for CSO Accountability, recommending to support voluntary CSO efforts to build on existing good practices and standards in CSO-led self-regulation, transparency, and accountability mechanisms to broaden CSO participation in such instruments.
