Community foundations across Europe continue to grow in number and relevance, with over 800 active foundations operating across 28 countries, according to a 2026 overview of the field. Rooted in local communities, these foundations mobilise financial, social, and knowledge resources to address diverse local needs and strengthen long-term development. However, the sector faces increasing pressure from funding cuts, shrinking civic space, and rising political and social challenges, including polarisation and declining trust in institutions. Despite these constraints, community foundations are expanding their role beyond grantmaking, acting as conveners, connectors, and catalysts for systemic change. Their place-based approach allows them to build social cohesion, support democratic resilience, and respond to complex local challenges. The report highlights both the fragility and resilience of the field, emphasising the importance of sustained support, stronger infrastructure, and long-term, community-driven approaches to ensure continued impact.
