The report offers fresh evidence and recommendations to inform future donor engagement in the region, urgeing a fundamental shift in donor approach through four priorities: offering more core, flexible, and long-term funding for strategic actions, prioritising local intermediaries for re-granting instead of international implementers that lack ownership and legitimacy, engaging in structured donor coordination including responsible exit plans, and ensuring protection, inclusiveness and diversity in support.
