In a letter to the Minister of Health and Social Protection, Albanian CSOs, including BCSDN member Partners Albania for Change and Development, raise concerns over the lack of transparency in assessing the 2019–2023 Roadmap and drafting the 2024–2027 framework. The letter highlights that, despite the government’s commitment to fostering an enabling environment for civil society, the evaluation process has lacked public communication, with only one meeting held in June 2024. CSOs warn that without transparency and active involvement, civil society risks exclusion from strategic and financial support. They urge the Ministry to provide regular updates, engage CSOs at every stage, and conduct extensive consultations to ensure the new Roadmap includes clear priorities, concrete actions, and measurable indicators aligned with Albania’s EU commitments. The letter also calls for stronger political will, including a legally designated structure for implementation, and stresses the need for sustainable public funding, as declining foreign aid threatens the financial stability of CSOs and their role in democratic development.
