AidWatch reports provide recommendations for policymakers managing development challenges. They evaluate European ODA’s quantity and quality, advocating for its support to the most marginalized, and pressuring policymakers to uphold commitments for partners’ development goals. OECD data shows that EU Member States reported EUR 84 billion in ODA in 2022, a 19% real increase from 2021. The figure reached 0.59% GNI, an all-time high, but still short of the 0.7% target. However, billions were counted as aid despite not meeting ODA criteria. The challenge is determining how much of the reported ODA is genuinely concessional funding for partner countries. A review identified five ODA items inflating the figures, which should be wholly or partially excluded from ODA flows. Read more here.
