On the 28th of April 2014, the Institute Alternative, one of the SBPPF grantees, held a public presentation of their research policy study on Public-Private Partnerships and Concessions in Montenegro. The event was a possibility to introduce the public with the findings of the research, as well as to present the recommendations for improving the legal and institutional framework for public-private partnerships in Montenegro.
The analysis pointed out that the lack of “logic” in the implementation of projects in the field of public-private partnership is one of the limiting factors in the direction of their intensive use, and the planning, reasoning and monitoring of PPP contract requires special knowledge and skills in relation to the preparation of traditional projects and procurement.
The Institute Alternative recommends that the distribution of powers and responsibilities between the central government and local governments should be defined in detail, which will enable local authorities to monitor concession fees and make a realistic assessment of revenues on an annual and long-term basis.
