The recent ECNL briefer provides examples of how CSOs can oppose abuse or overregulation caused by anti-money laundering (AML), combating financing of terrorism (CFT), and counter-terrorism (CT) standards. Firstly, CSOs affected can provide information to the UN Special Rapporteur, which as a UN Human Rights Council Expert can request inquiry from the government and address it also to the other AML/ CT/CFT – related bodies. Secondly, CSOs can directly express their concerns about overregulation and restrictions about FATF standards and measures to the FATF. The FATF welcomes input from CSOs to assist its teams that undertake the task of the mutual evaluations. Thirdly, CSOs from CoE member countries can raise issues of overregulation or negative impacts of AMl/CFT measures with the Conference of INGOs and Human Rights Commissioner. Read more here.
