Transforming civic space is a key determinant to the sustainability of democratic reforms in the Western Balkans. Open Government Partnership (OGP) suggests frameworks to address key issues on transparency, civic participation, and public accountability, together with a process to establish greater engagement with civil society. The six WB countries have adopted over 350 commitments of OGP reforms. However, there have also been ongoing challenges that have held back progress, delaying EU membership. In Serbia, the main opposition parties boycotted the parliamentary elections, while journalists in Montenegro, Serbia and BiH are constantly under threats and attacks. COVID-19 has further strained the nations’ progress towards open government measures as state of emergency powers have limited fundamental freedoms. Adopting the open government plans will provide Western Balkan countries with access to justice, counter corruption in procurement, enhance civic space, and assist the path towards EU accession, contributing to citizens’ trust in government.
