The Human Rights Council passed its first resolution on human rights online in 2012. Since then, there have been various resolutions administering the promotion and protection of human rights online. The Universal Periodic Review (UPR) addresses the human rights records of UN Member States, and OpenGlobalRights suggests that the review can be a way for governments to be held accountable for their respective human rights online. Currently, CSOs are faced with financial and logistical resource costs that limit the work they can carry out. As such, CSOs can engage with the UPR to make recommendations for improving human rights conditions.
