Western Balkan countries risk losing over 700 million EUR from the EU Growth Plan by mid-2026 due to delays in implementing agreed reforms. The EU Commissioner for Enlargement Marta Kos warned regional governments to accelerate progress and fully utilise available funding. While initial disbursements have reached most countries, Bosnia and Herzegovina remains behind due to delays in adopting its reform agenda. If reforms are not implemented by the end of June, countries may enter a “permanent loss” phase, reducing their allocations. Estimated losses range from 15.1 million EUR for Montenegro to 373.9 million EUR for BiH, with the total reaching up to 710.6 million EUR—nearly 12% of the 6 billion EUR package.
