Short Description: The Council of Europe’s 14th World Forum for Democracy will examine the future of democratic security at a time of shrinking civic space, declining trust in institutions, cyberattacks, foreign digital interference and information manipulation. The 2026 edition will place particular emphasis on democratic foresight: identifying emerging risks and opportunities and developing collective responses before democratic threats escalate. The Forum will also mark the culmination of the consultation phase for the Council of Europe’s New Democratic Pact for Europe.
