The Civil Liberties Union for Europe (Liberties) has released its sixth annual Rule of Law Report, providing a civil society-led shadow assessment of developments in the EU during 2024. Covering 21 countries and drawing on over 40 local partner contributions, the report highlights persistent structural deficiencies, including politicised justice systems, corruption, media interference, and shrinking civic space. Despite the European Commission’s Rule of Law Cycle aiming to prevent backsliding, the report finds that key violations continue unchecked in several Member States, with no significant reforms in sight. Fast-track legislation, lack of institutional independence, and repression of dissent remain major concerns. The report also flags deteriorating conditions for migrants and minority groups, rising hate speech, and increasing threats to watchdog organisations.
