We are pleased to present BCSDN’s 15th analysis of the European Commission’s reports on civil society development and its dialogue with public institutions. Although the European Commission provides an analysis of the civil society environment, some critical aspects are overlooked and are addressed in our findings. Based on the BCSDN Monitoring Matrix, this year’s analysis applies an updated methodology reflecting digital trends, emerging threats, and nuanced barriers to civil society. While regional frameworks largely align with international standards, significant challenges persist. As per our monitor, freedoms of association, assembly, and expression face escalating restrictions in Serbia, hate speech in Montenegro, chilling effects in BiH, rising SLAPPs targeting CSOs and activists, and disproportionate AML/CFT measures straining operations across the region. Financial sustainability is undermined by inconsistent public funding, complex VAT exemptions, and limited philanthropic incentives. Weak government-CSO cooperation, marked by inactive Councils, superficial consultations, and underfunded mechanisms, further limits progress. We recommend establishing clear benchmarks to safeguard freedoms, ensure financial sustainability, and foster meaningful collaboration, strengthening civil society’s role in EU integration.
