In its latest discussion paper, the European Policy Centre (EPC) proposes eight structural innovations to enhance EU governance. The paper suggests empowering the European Commission for more decisive action and improving inter-institutional relations. Emphasizing civil society and citizen participation, the paper recommends novel mechanisms, including “big tent” fora every five years for drafting the EU Strategic Agenda and ad-hoc citizen panels for implementing EU law. Additionally, a European Citizens’ Reform Panel and a European Forum on Enlargement are proposed to involve citizens in internal reforms and prepare for EU expansion. Despite these suggestions, existing participation mechanisms like the European Citizen Initiative (ECI) have proven ineffective, highlighting the need for more functional participatory tools.
