The Civil Society Europe “Introduction to Civil Dialogue” manual addresses the lack of a legal framework for implementing the EU’s commitment to open dialogue with civil society, outlined in Article 11 of the Treaty on the European Union. Developed within the ‘EnTrust’ project, the manual aims to cultivate a culture of civil dialogue among EU public officials. It offers trainers exercises to raise awareness about civil dialogue’s importance and effectively implement its principles. Referencing the Better Regulation Toolbox, the training operationalizes key concepts on stakeholder involvement in policymaking and citizen engagement. Targeted at trainers preparing sessions for European-level public officials and policymakers, it is useful for civil society members, public officials, and policymakers’ assistants aiming to enhance citizen accessibility to EU policymaking.
