The European Media Freedom Act (EMFA), proposed by the European Commission in September 2022, is the first EU-level attempt to establish a binding common framework for media services. It introduces new rules on state advertising, transparency of ownership, audience measurement, and protection of journalistic sources and communications, as well as safeguards for public service media, via the legal approach of regulation of the internal market, following concerning rollbacks highlighted in the Commission’s 2022 Rule of Law report, the Mapping Media Freedom platform, and Media Pluralism Monitor. In early October, the European Parliament adopted its position on the EMFA, though advocacy groups have renewed criticisms of certain provisions they say are falling short in protection against spyware and disinformation.
