The proposal stems from the EP resolution of 17 February 2022, aiming to promote associations and other NPOs in the EU in completing the internal market, protecting their fundamental rights, and fostering an EU democratic space. The European Commission answered positively sharing the need to create an enabling environment for the non-profit sector, out of which associations are the most present legal form. The proposal aims to improve the functioning of the internal market of non-profit associations by laying down measures coordinating the conditions for establishing and operating European cross-border associations (ECBAs), with the aim of facilitating the effective exercise of freedom of movement of non-profit associations operating in the internal market. European NGOs welcome the EC proposal to facilitate cross-border activities of NPOs in the EU through the creation of a new legal form of a ECBAs and believe they can unlock the potential and support the essential contribution of CSOs of all sizes in the society.
