EU organizations have expressed their support, and concerns for the European Commission’s decision to conduct an impact assessment of the Democracy package. This decision comes after a written request from 230 CSOs. The organizations appreciate that the Commission recognizes the importance of considering the fundamental rights implications of the proposed package. They trust that the Commission will follow the better regulation toolbox, conducting a thorough review of policy options, including the possibility of no legislation. They also emphasize the need for consistency with subsidiarity and proportionality principles and for an independent review by the Regulatory Scrutiny Board. However, the organizations stress that the impact assessment should go beyond what has already been done and should be comprehensive, evidence-based, transparent, and unbiased.
