Philea, along with other key partners, has submitted its input to a UN study on the impact of counterterrorism measures on civil society. The study seeks to understand how counterterrorism measures have affected the ability of CSOs to carry out their work, particularly in human rights, peacebuilding, and development. Philea’s contribution draws on their extensive experience working with CSOs in conflict-affected countries. It highlights how counterterrorism measures have sometimes been used to target and intimidate legitimate actors working to promote human rights and peace. The submission also makes recommendations for how counterterrorism policies and practices can be better aligned with the needs and priorities of civil society and how civil society can be more effectively engaged in the design and implementation of these policies. The UN study is part of a broader effort to promote the protection and participation of civil society in the context of counterterrorism. Read more here.
