The European Parliament adopted a legislative initiative resolution (2020/2026(INL), that calls on the European Commission to harmonize the status of non-profits throughout the EU and establish a statute for the European association. Specifically, the EP calls for the Commission to prepare two regulative: A regulation for the new legal form of the ‘European Association, and а directive to set European minimum standards for CSOs, including associations and foundations. In August, the European Commission launched a public consultation on the establishment of a single market for associations, particularly focusing on cross-border operations. The inputs from the CSO community across Europe are expected no later than 28 October 2022. The Philanthropy Europe Association – Philea, has shared their reflections regarding the EC consultation, noting that by focusing solely on associations, excluding a wide proportion of civil society actors and public-benefit foundations, and how the European legal form does not seem to be in sight regardless of the advocacy efforts towards it.
