At the FATF Plenary, which took place on 19-21 October, over 200 delegates of the Global Network, finalized work in a number of strategic initiatives, and discussed country-specific processes. Of the latter, jurisdictions under increased monitoring are actively working with the FATF to address strategic deficiencies in their regimes to counter money laundering, terrorist financing, and proliferation financing. Turkey has been placed on the “gray list” meaning the country has committed to resolve the identified strategic deficiencies within agreed timeframes and is subject to increased monitoring. Among the other issues Turkey has committed to resolving, the issue of applying a risk-based approach to supervision of NPOs and not disrupting or discouraging legitimate NPO activities is one of the conditions to exit the gray list.
