The newest “Nations in Transit” Freedom House report, tracking 29 former communist countries in Europe and Eurasia, listed the 6 Western Balkan countries as “transitional governments or hybrid regimes”. On a scale of 1 to 7, Serbia has scored 3,89, followed by Montenegro’s score of 3,96. N.Macedonia improved with 3,82, Albania has declined to 3,75, while Bosnia and Herzegovina (3,36) and Kosovo (3,14) remain to have the weakest scores in the region. Serbia has failed in the areas of democratic governance and electoral process, the two areas where N. Macedonia has improved. Albania, on the other hand, has dropped its score in civil society and independent media. In Kosovo, Montenegro, and BiH, a possibility for an opposition victory still exists, but it demands exceptional circumstances, such as the backdrop of corruption scandals and abuses of power.
