The report presents the views of ICSOs of the pandemic’s influence and their ability to operate effectively, helping the INGO constituency group, and the CSO Partnership for Development Effectiveness (CPDE) in the context of the development effectiveness agenda during the pandemic. It outlines the main impacts identified by study participants, including the challenges generated by an increasingly hostile environment for CSOs, and severe funding constraints, especially for national CSOs. It also examines how the pandemic and responses to it have affected ICSOs’ ability to implement key areas guiding the effectiveness of their operations. On the other hand, the research also presents positive developments, such as the increased appreciation for CSOs’ effort and support during the pandemic and the use of digital opportunities.
