As the new IPA III financial framework (2021-2027) is being finalized, BCSDN has published its latest Opinion, discussing how the EU can more effectively support civil society. In the new IPA III, civil society remains a thematic priority for intervention and is for the first time a cross-cutting theme in all five windows. Amid growing constraints to CSOs in the enlargement countries, exacerbated by the COVID-19 challenges, it will be crucial for the EU to continue supporting a more enabling civil society environment, promote the civic space and be responsive to democratic backsliding in IPA beneficiary countries. Welcoming the consultations with civil society in the early stage of the IPA III, we stress the importance of structured inclusion of CSOs in all phases of the process, and transparency and timely information-sharing, essential for meaningful civil society contributions.
