In the opinion published following the Plenary Session 598, the European Economic and Social Committee (EESC) is strongly advocating for institutionalized civil and social dialogue in EU candidate and partner countries. This call was made during its plenary session in mid-July 2025, where an Enlargement Forum also highlighted the role of social dialogue, civil society, and youth engagement. In its adopted opinion (REX/598-EESC-2025), the EESC emphasized that robust dialogue mechanisms are vital for inclusive policymaking and democratic resilience. It calls for a strong legal framework to ensure meaningful participation of civil society and social partners in lawmaking. The EESC specifically supports tripartite dialogue (governments, trade unions, employers) and urges including dialogue requirements in EU accession frameworks to boost transparency, civic engagement, and democratic consolidation, ensuring sustainable reforms.
