Building on last year’s efforts in assessing the state of the enabling environment in 8 countries of the Black Sea region: Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia, Turkey and Ukraine, the Black Sea NGO Forum published the second edition of the “Report on Enabling Environment for Civil Society Development in the Black Sea Region”, developed by the Romanian NGDO Platform – FOND. The 2016 Report had the goal to identify timely changes which have occurred in the CSO environment, internal political and economic conditions which affect civil society or the relationship between CSOs and public institutions or foreign donors, with the purpose of raising awareness on the existing challenges and potential negative trends, but also to encourage the exchange of experience, best practices and lessons learned in this matter. The first edition of the report was prepared by BCSDN research team that put forward the analytical framework based on the Monitoring Matrix and the CPDE Framework for Assessing Enabling Environment Progress, resulting in an analysis of 10 core dimensions of EE for CSDev.
