SCiDEV’s latest Digital Rights e-Bulletin reviews legal, regulatory and practical developments affecting digital rights in Albania during August and September 2026. Among the developments covered are parliamentary consideration of the Council of Europe Framework Convention on Artificial Intelligence, consultation on Albania’s draft law on digital services and the introduction of product-liability rules covering software and certain AI-related risks. The bulletin also examines the deployment of AI-enabled cameras in Tirana schools, highlighting unanswered questions concerning data-protection impact assessments, data retention, access protocols and the possible use of biometric technologies. Other developments include new guidance on AI use in education, cybersecurity modules in school curricula, rules governing biometric and digital-identity infrastructure and reported weaknesses in parliamentary data interfaces.
