Human rights and freedoms constraints in exceptional circumstances, such as the Covid-19 pandemic, are only allowed if they are proportionately implemented, without discrimination against anyone, considering that some human rights and freedoms should not be subjected to restriction. Citizens claim that it is difficult for them to accept the limitations and the changes that the measures bring to their daily lives. For that reason, the states should support their citizens in implementing epidemiological measures; the authorities should inform and involve all citizens in the fight against the pandemic; protect them against discrimination, and provide livelihoods for all citizens affected by state representatives’ measures and guarantee responsible citizens’ behavior towards the epidemiological measures.
