Civil Society Europe has published a policy paper titled EU Civil Dialogue: The Foundations of an Institutional Framework, calling for the establishment of a permanent and structured civil dialogue mechanism at the EU level. The paper notes that although Article 11.2 of the Treaty on European Union requires EU institutions to maintain an open, transparent, and regular dialogue with civil society, a concrete framework remains absent 15 years after the Lisbon Treaty entered into force. The proposed framework would embed civil dialogue across all stages of policymaking—from agenda-setting to evaluation—ensuring the voices of diverse and marginalised groups are reflected in EU decisions. The paper emphasises that dialogue must be inclusive, results-oriented, and based on long-term partnerships between public authorities and CSOs. It positions civil dialogue as a tool for restoring trust in EU institutions and strengthening democratic accountability. Read more here.
