With a team of experts, the National Democratic Institute (NDI) assessed North Macedonia’s crisis management response to the COVID-19 outbreak. The first segment of the assessment overviews the strategic framework in which the crisis management response system operates and analyzes the existing institutional and legal environment governing crisis management. The second segment is focused on the parliament’s work and its oversight role related to the measures and decisions adopted by the Government during the pandemic. The final part explores how much the institutions respected the principles of legitimacy, transparency, and accountability through the lenses of stakeholder consultations, organization of work processes, public procurement procedures, and communication with the public. The report also provides recommendations to improve the effectiveness of responding to any future crisis in the country. Read more here.
