The Citizens’ Alliance for Reform and Growth (CARGrow) published its second ex-post monitoring report on North Macedonia’s Reform Agenda 2024–2027, assessing 39 reform steps across governance and public administration, green and digital transition, human capital, the business environment, and fundamental rights and rule of law. The findings point to progress in establishing legislative, strategic and institutional frameworks, but also a persistent gap between formal reforms and their practical implementation and measurable results. With around EUR 131.66 million linked to the assessed measures, delays are becoming increasingly consequential: ten reform steps have already reached the end of their grace period, while 17 face a final deadline in December. The report stresses that the remaining 18 months will require stronger operationalisation, institutional capacity, coordination and verifiable implementation to prevent reform delays from translating into permanent losses of EU Growth Plan funding.
