Civil society, media and other stakeholders in Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia have developed 197 recommendations aimed at improving digital platform governance and strengthening public-interest journalism. Supported by UNESCO under the EU-funded Building Trust in Media in South-East Europe project, the recommendations promote a rights-based, multi-stakeholder approach to platform governance while addressing disinformation and the sustainability and independence of journalism. The initiative is relevant to the growing debate over regulation of online civic space in the region because it places protection of fundamental rights, independent media and stakeholder participation alongside responses to harmful online content and information manipulation, rather than treating digital regulation primarily as a security or content-control issue.
