A new report by Forus, “Unlocking the Power of Localization and Multi-Stakeholder Partnerships to Rescue the SDGs,” argues that localization is key to closing the implementation gap and making real progress. The report draws on over 15 case studies across 20 countries, showing how local leadership and civil society are driving solutions, from budget transparency in Zambia to youth-led planning in Nepal. These efforts show that local actors are essential, yet they remain vastly underfunded, receiving just 1.7% of bilateral aid. Civil society plays a critical role, gathering data, ensuring accountability, and connecting national strategies to local needs.
