An analysis by the European Democracy Hub examines lessons from Hungary’s recent political change for international democracy aid, highlighting the role sustained support to independent civil society played during years of democratic regression. Hungarian NGOs faced legal restrictions, harassment, intimidation and hostile public narratives, while continuing to provide independent information, investigate government misconduct, defend rights, monitor elections and support local civic engagement. They also supplied EU institutions with evidence on corruption and rights abuses that informed decisions on funding restrictions. The analysis argues that international funders should not withdraw following political change. Instead, continued and expanded support is needed as civil society moves from a largely defensive role towards contributing to constitutional, electoral, media and education reforms, strengthening citizen participation and monitoring the new government.
