The Monitoring Matrix Report offers a comprehensive assessment of civil society across Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, Serbia, and Türkiye, focusing on developments throughout 2023. It underscores the state of civic space and its essential role in fostering democratic governance and safeguarding fundamental freedoms. Based on the updated methodology of the Monitoring Matrix Tool-kit 2.0, the report evaluates 22 standards across 3 core areas defining the enabling environment, and notes the following key findings:
These findings provide a crucial foundation for understanding the challenges CSOs face, which will persist and intensify in 2024, further impacting their ability to operate and advocate effectively.
