The document provides practical recommendations for defining financing offences, gathering financial intelligence, conducting investigations, and applying targeted financial sanctions. It specifically examines the impact of CFT measures on non-profit organisations (NPOs), humanitarian activities, and gender considerations, alongside the link between terrorism financing and trafficking in persons.
