Bosnia and Herzegovina has a complex, decentralised political system that inhibits reform. The Advisory Council experienced political deadlock that delayed formal decision-making and at the same time, there was a lack of engagement amongst some lower levels of government. However, five years after joining the OPG, the state has initiated its first open government action plan. The 2019-21 plan entails commitments that will improve the readability, usability and transparency of public procurement data, making it easier to detect misuse of public funds. It also enhances the transparency and involves the civil society in state-level budget plans via the preparation of a Budget for Citizens. If BiH continues to adhere to these measures, it could aid the path towards EU accession, particularly in light of amending the Free Access of Information to reflect European transparency standards.
