A case study published by Leviz Albania focuses on essential principles of democracy, among which: transparency and the rule of law, accountability and participation, effectiveness and efficiency, and citizen engagement. The document suggests that improved access to information fosters transparency and accountability, along with citizens’ collective action and engagement. Collective action and public engagement, on the other hand, influence decision-making in line with the interests of citizens and increase social capital, consensus as well as the legitimacy of decision-making. The resource further points that accountability strengthens the rule of law and, thus, governance equity. It concludes that involving citizens, the private sector, and non-governmental community organisations in local decision-making processes and ownership of accountability mechanisms is a prerequisite for a functioning local democracy.
