The European Center For Not-for Profit Law (ECNL) and Anna Rurka, Past President of the Conference of INGOs, delivered a paper assessing the participatory trends during the COVID-19 emergency responses. The research marks how CSOs could meaningfully participate in decision-making and draws conclusions from the existing good practices. It also provides recommendations on what is needed to enhance the policy and standards of participation to apply these rights during a future crisis. The publication points that public participation is vital for emergency measures to: be based on evidence; consider the impact on different sectors of the community, in particular, the most vulnerable and marginalized; not to be disproportionate, overbroad, and counter-productive; and build greater trust in and compliance with the measures.
